Fabrice Large is appointed Head of the Inspections Unit at the Autorité de la concurrence

Fabrice Large has been appointed Head of the Inspections Unit, from 1 September 2023, by a decision of the General Rapporteur, Stanislas Martin.

He succeeds Sophie Bresny, to whom the Autorité extends its warmest thanks and best wishes for success in her new role as General Rapporteur of the Polynesian Competition Authority.

Biography

Fabrice Large began his career in 1990 as a tax assessor. In 2000, he joined the Directorate General for Consumer Affairs, Competition and Fraud Prevention (DGCCRF), first as a controller in the Seine-Saint-Denis département, then in 2003 as an inspector in the Hauts-de-Seine département.

In 2007, Fabrice Large joined the National Directorate for Competition Investigations (Direction Nationale des Enquêtes de Concurrence), before serving as a case officer in the Autorité de la concurrence's Inspections Unit from 2009 to 2017.

Since 2017, Fabrice Large has been Deputy Head of the Autorité's Inspections Unit, in charge of the investigation unit.

 

The Inspections Unit

This service, which supports the investigation services, is made up of three sections, each headed by a deputy:

  • the Investigation Section is responsible for organising  dawn raids (Article L 450-4 of the French Commercial Code (Code de commerce)), and for managing clues and reports forwarded to the General Rapporteur by the Directorate General for Consumer Affairs, Competition and Fraud Prevention (DGCCRF).
  • the Litigation Section deals with litigation generated before the appeal courts by investigations carried out under judicial authorisation.
  • the Computer Forensics Section specialises in computerised data entry (tools, training and coordinating the network of specialised case officers).

The Inspections Unit also trains case officers in their investigative powers, monitors whistleblowers and whistleblower alerts, assists European Commission inspections in France and carries out rogatory commission investigations under Article L 450-1 II bis of the French Commercial Code (Code de commerce).
