Emmanuel Combe is appointed Vice-President at the Autorité de la concurrence

Emmanuel Combe, an economist and Board member of the Autorité de la concurrence, was appointed, by a decree of the President of the French Republic dated 14 November 2012, Vice-President of the Autorité de la concurrence. He takes over from Anne Perrot, who joined an economic consulting firm. The Autorité de la concurrence expresses its thanks again to Anne Perrot for all her work over the last thirteen years.

A Board member of the Conseil de la concurrence (now Autorité de la concurrence) since 2005, Emmanuel Combe is a former student of the Ecole Normale Supérieure de Saint-Cloud; he holds an advanced degree (agrégation) in social sciences, a PhD in economic sciences (University of Paris I) and an advanced degree in law and economics (agrégé des Facultés de droit et sciences économiques).

He was, successively, a Lecturer at the University of Paris XI and at Sciences Po Paris (until 1998); Professor at the University of Le Havre (1998-2002) and at the University of Paris XII (2002-2005). A Professor of economic sciences at the University of Paris I since 2005, he has also been an Affiliate Professor at the ESCP-EAP (now ESCP-Europe) since 1998. Emmanuel Combe also teaches at the College of Europe (Bruges), at the University of Salvador (Buenos Aires) and at the Ecole Supérieure des Affaires (Beirut). He was a member of the Commission Nationale de l’Aménagement Commercial (CNAC) from 2009 to 2012.

A member of the PRISM-Sorbonne laboratory, Emmanuel Combe is the author of many books and publications on competition policies, and notably of Economie et politique de la concurrence (Dalloz, 2005), La politique de la concurrence (La Découverte, 2010, 2nd edition).

As a collegial institution, the Autorité may sit in plenary meetings, in division meetings or as a permanent committee. As Vice-President, Emmanuel Combe will chair Section III of the Board.

The Autorité de la concurrence has seventeen members. Aside from the President and four Vice-Presidents, all of whom perform their duties on a full-time basis, the Board is comprised of twelve other non-permanent members.
The President is appointed by a decree of the President of the French Republic upon consultation with competition committees of both the National Assembly and the Senate. The Vice-Presidents and the non-permanent members are appointed by a decree of the President of the French Republic. All members of the Board are appointed for a 5-year term. Their mandate is irrevocable, except in special cases determined in Articles L. 461-1 and L. 461-2 of the Commercial Code.
