Claire Favre is appointed Vice-President at the Autorité de la concurrence and Jean-Philippe Cotis is appointed Board Member.

Claire Favre, President of the Commercial, Economic and Financial Law Chamber of the Cour de Cassation (French Supreme Court) until 2012, was appointed, by decree of the President of the French Republic dated 12 March 2013, Vice-President of the Autorité de la concurrence. She takes over from Françoise Aubert. The Autorité de la concurrence expresses its thanks for the great work Ms Aubert accomplished over the last ten years, first as Board Member and then as Vice-President.
 

A graduate of the Ecole Nationale de la Magistrature (ENM - National School for Magistrates), Clare Favre was notably a Case Officer at the Conseil de la concurrence (1990-1992). Chamber President at the Paris Court of Appeal between 1999 and 2000, she was then appointed advisor at the Cour de Cassation from 2000 to 2006 and member of the Board of the Autorité des marchés financiers (AMF - Financial Markets Authority) from 2003 to 2007. President of the 2nd Civil Law Chamber  of the Cour de Cassation between 2006 and 2007, she chaired, since 2007, the Commercial, Economic and Financial Law Chamber of the Cour de Cassation. Since 2011, she was also President of the Board of the Fonds d’indemnisation des victimes de l’amiante (Fund for compensation of asbestos victims).

  Jean-Philippe Cotis,economist, Chief Counsellor at the Cour des comptes (French Court of Auditors), was appointed, by decree of the President of the French Republic dated 12 March 2013, Member of the Board at the Autorité de la concurrence. He takes over from Emmanuel Combe, who was appointed Vice-President of the Autorité last November (see press release of 15 November 2012).

Graduate of École supérieure des sciences économiques et commerciales (ESSEC) and École Nationale d’Administration (ENA), Jean-Philippe has been Chief Counsellor at the Cour des comptes since 2012. Economist at the International Monetary Fund (IMF) between 1986 and 1988, he was notably Director of the Economic Department from 1997 to 2002 and then Chief Economist and Head of OECD’s Economics Department from 2002 to 2007. He was then Director General of the French national statistics institute (INSEE) between 2007 and 2012.


The Board of the Autorité de la concurrence has seventeen members. Aside from the President and four Vice-Presidents, all of whom perform their duties on a full-time basis, the Board is comprised of twelve other non-permanent members. The Autorité de la concurrence may sit in plenary sessions, by division or by standing committee (consult the various formations of the Board).

The President is appointed by a decree of the President of the French Republic upon consultation with competition committees of both the National Assembly and the Senate. The Vice-Presidents and the non-permanent members are appointed by a decree of the President of the French Republic. All members of the Board are appointed for a 5-year term. Their mandate is irrevocable, except in special cases determined in Articles L. 461-1 and L. 461-2 of the Commercial Code.
