Julien Neto has been appointed Deputy General Rapporteur of the Autorité de la concurrence by decision of the General Rapporteur, Stanislas Martin, who heads the Investigation Services.

From 18 March 2024, he will lead Antitrust Unit 2, which is notably responsible for digital cases (in particular those relating to online advertising) and the telecoms sector. He replaces Pascale Déchamps, to whom the Autorité extends its warmest thanks.

Biography

A holder of an advanced degree (agrégation) in economics, graduate of the École normale supérieure de Cachan (law, economics and management stream) and holder of a Master’s degree (DEA) in Community and European law, Julien Neto began his career as a teaching and research fellow (chargé d’enseignement et de recherche) in law at the University of Montpellier I and associate professor (professeur agrégé) in economics, law and management.

He joined the Autorité de la concurrence in 2008 as a legal advisor (conseiller juridique, then référendaire). Between 2012 and 2019, he was a case officer (rapporteur) in Antitrust Unit 4, working notably on cases in the finance, insurance and media sectors and the French overseas territories.

From 2019, he was Deputy Head of the Legal Department. In particular, he oversaw the drafting of several major decisions and opinions issued by the Autorité, notably in the digital sectors. He also contributed to the preparation of several procedural notices and to the defence of numerous decisions issued by the Autorité before national review courts and the Court of Justice of the European Union.
