Biannual meeting of independent administrative and public authorities: discussions on cybersecurity and long-term issues

On 11 June 2025, the French transport regulator (Autorité de régulation des transports – ART) hosted a meeting of independent administrative and public authorities (AAI and API)[1]. Organised twice a year, the meeting is a key platform for exchange, coordination and discussion on current regulatory issues, at both French and European level.

Discussions on cybersecurity, artificial intelligence and the institutional role of independent authorities

There were three items on the meeting agenda:

Cybersecurity and data protection: Gaëtan Poncelin de Raucourt, Head of the Strategy Department at the French cybersecurity agency (Agence nationale de la sécurité des systèmes d’information – ANSSI), gave a presentation on digital security, providing an opportunity for the AAI and API present to hear from and exchange views with the ANSSI on trends in cybersecurity threats and the necessary protection measures. The presentation was followed by a discussion on personal data protection.

The institutional role of AAI and API: The meeting then turned to the role of independent authorities, with the meeting participants sharing their views on the place and duties of independent authorities in the French and European institutional environment. The AAI and API present discussed their contribution, in their respective remits, to the resilience of the economy, its competitiveness and French and European strategic autonomy.

Regulator news: The meeting continued with an update on the work of the working group on the use of artificial intelligence (AI) by the AAI and API, launched one year ago. The working group is a forum for the participants to share their experiences and good practices, with the aim of facilitating the integration of AI into their work processes. Various other news was also discussed, in particular recent developments and initiatives concerning the planned European Digital Networks Act (DNA).

An opportunity to strengthen regulators’ action on innovation and the resilience of their sectors

The meeting demonstrated, once again, the commitment of the AAI and API working in the field of economic regulation to coordinate their efforts to meet their shared challenges, and was a key opportunity for forward-looking reflection and the exchange of best practices with a view to strengthening the effectiveness of their action.

The French Prudential Supervision and Resolution Authority (Autorité de contrôle prudentiel et de resolution – ACPR) was invited to attend the meeting as an observer.

The meeting brought together representatives of the French competition authority (Autorité de la concurrence); French financial regulator (Autorité des marchés financiers – AMF); French national gambling authority (Autorité nationale des jeux – ANJ); French electronic communication, post and print media distribution regulator (Autorité de régulation des communications électroniques, des postes et de la distribution de la presse – ARCEP); French audiovisual and digital communication regulator (Autorité de régulation de la communication audiovisuelle et numérique – ARCOM); French transport regulator (Autorité de régulation des transports – ART); French data protection authority (Commission nationale de l’informatique et des libertés – CNIL); French energy regulator (Commission de régulation de l’énergie – CRE); and French high audit authority (Haute autorité de l’audit – H2A).

The next meeting will be held in autumn 2025.
