Biannual meeting of independent administrative and public authorities working in the field of economic regulation: an autumn 2024 meeting focused on strengthening public action

The Autorité de la concurrence today hosted a meeting of independent administrative and public authorities (AAI and API) working in the field of economic regulation. Organised twice a year, the meeting is a key platform for exchange and coordination for the institutions involved and for effective economic regulation at the service of the French people.

The meeting began with a presentation by Isabelle Braun-Lemaire, Interministerial Delegate for Senior Civil Service Management (Déléguée interministérielle à l’encadrement supérieur de l’État – DIESE). Her presentation provided an overview of the services and programmes of the DIESE and was an opportunity to reflect on how the AAI and API could be integrated into the DIESE ecosystem, with the aim of boosting the skills of AAI and API managers and enhancing the effectiveness of public action.
The presentation was followed by a roundtable, during which each authority shared recent progress, challenges and ongoing initiatives in the context of the appointment of the new European Commission and the budget discussions at the French parliament. Several digital issues were addressed, from digital sovereignty and public broadcasting reform to oversight of crypto money platforms. The meeting participants also discussed the draft 2025 finance law, notably as regards energy and gambling, as well as issues relating to financial stability and the publication of the Mario Draghi report.
The meeting continued with an update on the work of the working group on the use of artificial intelligence by the AAI and API, set up during the last meeting in June 2024. The working group is intended to serve as a forum for the participants to share their experiences and explore opportunities for pooling their available resources, with the aim of better integrating artificial intelligence into their practices.
A key opportunity to strengthen the coherence and effectiveness of public policies
The biannual meeting demonstrates the commitment of the AAI and API working in the field of economic regulation to combine their efforts to meet their shared challenges, at both national and European level. The meeting is therefore a key opportunity to share best practices and strengthen the effectiveness of their action.
The meeting brought together representatives of the French competition authority (Autorité de la concurrence); French audiovisual and digital communication regulator (Autorité de régulation de la communication audiovisuelle et numérique – ARCOM); French electronic communication, post and print media distribution regulator (Autorité de régulation des communications électroniques, des postes et de la distribution de la presse – ARCEP); French data protection authority (Commission nationale de l’informatique et des libertés – CNIL); French financial regulator (Autorité des marchés financiers – AMF); French national gambling authority (Autorité nationale des jeux – ANJ); French energy regulator (Commission de régulation de l’énergie – CRE); French transport regulator (Autorité de régulation des transports – ART); and French high audit authority (Haute autorité de l’audit – H2A).
The next meeting will be held in spring 2025.
