Sophie Bresny is appointed Head of Inspections Unit as of 1st February 2016 upon the decision of General Rapporteur, Virginie Beaumeunier.

This unit supports investigation services in terms of inquiries and is composed of 9 people. It plans and coordinates the dawn raids, deals with the litigation relating to those operations and analyses the investigation reports transmitted by the DGCCRF (Directorate General for Competition Policy, Consumer Affairs and Fraud Control) in order to recommend to the General Rapporteur the follow up required.
 

After a DESS diploma in health care Law, in 1995, Sophie Bresny became case handler at the National Directorate for Competition Investigations (DNEC, direction nationale des enquêtes de concurrence). In 2004, then General case handler, she joins the Champagnes-Ardennes DGCCRF as Head of the consumption investigations and commercial restrictive competitive practices Unit. Back to the DNEC in 2006, she was head of a case handlers division (2006-2008). Then, she spent one year in Senegal working for the American NGO Tostan, in Dakar. Back in France in 2010, she was appointed Deputy Director of the National service of investigations – Monitoring center for e-commerce (SNE-CSCE, service national des enquêtes – centre de surveillance du commerce électronique). Since 2013 she was Deputy head of unit 6B for medias, telecommunications, cultural goods and services at the DGCCRF.

 

  Jérôme Vidal is appointed Deputy Head of the Mergers Unit. Under the authority of Simon Genevaz, Head of the Mergers Unit, he will coordinate, alongside with Charles Bertin, the case officers teams dedicated to merger examinations.


Jérôme Vidal is General Inspector at the DGCCRF. He is graduated from Bordeaux IEP and has a DEA diploma in Political Science. He first held a position as writer officer at the 3B unit for national mergers control at the DGCCRF, before becoming seconded National Expert at the European Commission Directorate for Competition (DG COMP). Then he was appointed European affairs Adviser to the Autorité de la concurrence President and Permanent case officer at the Autorité de la concurrence Mergers Unit, before becoming Head of the city of Lille Competition investigations interregional brigade (BIEC – Brigade interrégionale d’enquêtes de concurrence), and then Head of the entire Competition control services for the Nord – Pas-de-Calais region. Since 2014, he teaches Competition Law at the Lille SKEMA Business School and at the Montpellier Competition, consumption and fraud control National School.

Sophie Bresny takes over Catherine Gonzalez, judge, appointed at the Paris Cour of Appeal.
Jérôme Vidal takes over Gwenaëlle Nouët appointed General Rapporteur of the new Polynesian Competition Authority.
