Emmanuel Combe was reappointed as Vice-President of the Autorité de la concurrence

Fabien Raynaud is appointed member of the Board of the Autorité.



  Emmanuel Combe, vice-president of the Autorité de la concurrence, was reappointed by Decree of the President of the French Republic on 10 November 2017 .                           

A Vice-President of the Autorité de la concurrence since 2012 and a Member of the Board of the Conseil de la concurrence (and then of the Autorité de la concurrence) since 2005, Emmanuel Combe is a former student of the Ecole Normale Supérieure (Saint-Cloud/Humanities). He holds an advanced degree (agrégation) in social sciences, a PhD in economic sciences (University of Paris I) and an advanced degree in law and economics (agrégé des Facultés de droit et sciences économiques).

A Professor of economic sciences at the University of Paris I since 2005 (on secondment), he has been an Affiliate professor at Skema Business School since 2017. Previously, he was an Affiliate Professor at ESCP Europe (1998-2017). Emmanuel Combe is also a lecturer at the College of Europe (Bruges) and at the Ecole Supérieure des Affaires (Beirut). He was a member of the Commission Nationale de l’Aménagement Commercial (CNAC) from 2009 to 2012, working for the Secretary of State for Consumer Affairs, Tourism and Industry (2007-2009) and then for the Ministrer for National Education (2009-2012).

Emmanuel Combe is the author of many books and publications on competition policies, and notably of Économie et politique de la concurrence (Dalloz, 2005),  La politique de la concurrence (La Découverte, 2016, 3rd edition).

Fabien Raynaud is appointed Member of the Board of the Autorité de la concurrence by Decree of the President of the French Republic of 10 November 2017. He succeeds to Mathieu Herondart, Member of the Council of State, who became Director of the Cabinet of the Minister of Justice.

Holder of a degree from the Institut politique de Paris (1990) and from the Administration National School (Ecole Nationale d’Administration, ENA), Fabien Raynaud joined the jurisdiction section in 1994 and took the head of the Documentation center of the French Council of State (Centre de documentation du Conseil d’Etat) in 1997. Legal adviser of the Secretariat-General of the Interministerial Committee for Questions on European Economic Cooperation (Conseiller juridique du secrétariat général du Comité interministériel pour les questions de coopération économique européenne) between 1999 and 2002, Fabien Raynaud became legal adviser of the Permanent Representation of France to the European Union from 2002 to 2007. Secretary General of the General Secretariat for European affairs in 2007, he was then appointed adviser for European affairs to the President of the French Republic (2007-2012). Assessor at the Administrative Jurisdiction Division of the French Council of State between 2012 and 2016, he has been President of the sixth chamber of the Administrative Jurisdiction Division of the Council of State since October 2016.
