Stanislas Martin has been appointed General Rapporteur of the Autorité de la concurrence.

 


Stanislas Martin, whose application for the position of General Rapporteur at the Autorité de concurrence was approved by the Board on 21 February today took up his duties as head of the institution’s investigation departments (see the Minister of the Economy and Finance’s notice of appointment published in the Official Journal).

He replaces Virginie Beaumeunier, who has reached the end of the two terms of office she was entitled to fulfil in this position. The President of the Autorité, Isabelle de Silva, and the institution as a whole have praised the outstanding and decisive action taken by Virginie Beaumeunier as General Rapporteur to support the establishment and development of the Autorité de la concurrence.  Her sense of public service, professionalism, excellent analyses and universally-recognised qualities as a person have been notable during her tenure.
The Autorité wishes her every success in her new role  as the head of the strategy, steering and budget department at the Directorate-General for Public Finance (Direction Générale des Finances Publiques, DGFIP).


After graduating from the Paris Institute of Political Studies (Institut d’Études Politiques de Paris) in 1990, Stanislas Martin began his career in the French Navy, where he served from 1990 to 1996 as Navy Chief Administrator. After studying at ENA (1997-1999), he joined the French Ministry of the Economy and Finance, where, from 1999 to 2004, he was successively "concentrations  and subsidies" assistant office manager, "consumer goods" office manager, then "concentrations and subsidies" office manager at the French Directorate General for Competition Policy, Consumer Affairs and Fraud Control (Direction Générale de la Concurrence, de la Consommation et de la répression des Fraudes, DGCCRF). Deputy Financial Advisor for competition matters at the Permanent Representation of France to the European Union from 2004 to 2005, he then joined the Clifford Chance law firm as a lawyer (2006-2009). Appointed Deputy General Rapporteur at the Autorité de la concurrence in 2009, he had been head of the Consumer Protection and Market Regulation Department at DGCCRF, responsible for the operational conduct of all DGCCRF assignments (competition, economic protection of consumers, safety of industrial products and food safety) since end-2010.
