Biannual meeting of independent administrative and public authorities: discussions on simplification and efficiency

Rencontre semestrielle des autorités administratives et publiques indépendantes : Simplification et efficacité au cœur des échanges

On 2 December 2025, the French energy regulator (Commission de régulation de l’énergie – CRE) hosted a meeting of independent administrative and public authorities (AAI and API)[1]Organised twice a year, the meeting is a key platform for exchange, coordination and discussion on current regulatory issues, at both French and European level.

The meeting opened with remarks from Thierry Lambert, Interministerial Delegate for Public Transformation, who outlined the role of the Interministerial Directorate for Public Transformation (Direction interministérielle de la transformation publique – DITP). The DITP leads the French government’s programme to make public services simpler, more effective and more responsive to citizens’ needs. Its mission closely aligns with the priorities of the AAI and API, in particular their focus on simplification and efficiency for all users. His presentation was followed by a discussion of best practices developed within each authority.

The agenda also covered key current issues for each authority, along with updates on the various joint projects underway – in particular, the ongoing work to ensure that decisions are clearly understood and, more generally, that citizens receive all necessary information, both of which are essential to the effective fulfilment of the authorities’ public service mandates.

The meeting demonstrated, once again, the commitment of the AAI and API working in the field of economic regulation to coordinate their efforts to meet their shared challenges, and was a key opportunity for forward-looking reflection and the exchange of best practices with a view to strengthening the effectiveness of their action.

The meeting brought together representatives of the French competition authority (Autorité de la concurrence); French financial regulator (Autorité des marchés financiers – AMF); French national gambling authority (Autorité nationale des jeux – ANJ); French electronic communication, post and print media distribution regulator (Autorité de régulation des communications électroniques, des postes et de la distribution de la presse – ARCEP); French audiovisual and digital communication regulator (Autorité de régulation de la communication audiovisuelle et numérique – ARCOM); French transport regulator (Autorité de régulation des transports – ART); French data protection authority (Commission nationale de l’informatique et des libertés – CNIL); and French energy regulator (Commission de régulation de l’énergie – CRE).

The next meeting will be held in spring 2026.
