Appointments to the Board of the Autorité de la concurrence: Xavier Blanc appointed as a non-permanent member of the Board and Muriel Lacoue-Labarthe reappointed
By two decrees published today, Xavier Blanc has been appointed as a non-permanent member of the Board of the Autorité de la concurrence and Muriel Lacoue-Labarthe has been reappointed as a non-permanent member of the Board.
Xavier Blanc
By decree of the President of the French Republic of 28 September 2026, published in the Journal officiel (JORF) of 30 September 2026, Xavier Blanc has been appointed to the Board of the Autorité. His term will run until 17 March 2029.
Xavier Blanc succeeds Irène Luc as a non-permanent member of the Board of the Autorité, appointed from among “current or former members of the French Administrative Supreme Court (Conseil d’État), the French Supreme Court (Cour de cassation), the French Court of Auditors (Cour des comptes), or other administrative or judicial courts”, pursuant to Article L. 461-1, II of the French Commercial Code (Code de commerce). The Autorité would like to express its sincere thanks to Irène Luc for the quality of her work throughout her term of office and for her valuable contribution to the work of the Board.
Biography
A graduate of École nationale de la magistrature (French National School for the Judiciary) (class of 2003) and Institut d’études politiques de Paris (IEP Paris) (class of 1999), Xavier Blanc also holds a postgraduate diploma (DEA) in Applied Mathematics from École centrale Paris and a Civil Engineering degree from École nationale supérieure de techniques avancées (ENSTA).
He began his career in 2003 as a judge assigned to the First President of the Paris Court of Appeal (Cour d’appel de Paris), before joining the Paris Court of First Instance (Tribunal de grande instance de Paris) in 2005, where he served as an investigating judge, first in the General Division (2005-2007) and subsequently in the Economic and Financial Division (2007-2010).
In 2011, Xavier Blanc was appointed Vice-President assigned to the First President of the Paris Court of Appeal, before returning in 2013 to the Paris Court of First Instance as Vice-President, where he successively served as Assessor (2013-2015) and President (2015-2017) of the 2nd Division of the 9th Civil Chamber (banking, financial and tax litigation).
In 2017, he then joined the French Supreme Court (Cour de cassation), where he served as a referendary counsellor (conseiller référendaire) in the Commercial Chamber until 2023. In 2022 and 2023, he was a member of the Board of the Haut conseil du commissariat aux comptes (High Council of Statutory Auditing), where he chaired the Restricted Panel.
Since 2024, Xavier Blanc has been President of Chamber at the Paris Court of Appeal, serving in the 10th Chamber of the 5th Division (commercial contracts and public finance).
Muriel Lacoue-Labarthe
By decree of the President of the French Republic of 28 September 2026, published in the Journal officiel (JORF) of 30 September 2026, Muriel Lacoue-Labarthe, senior judge at the French Court of Auditors (Cour des comptes) and non-permanent member of the Board of the Autorité since May 2025, has been reappointed to the Board.
Biography
A graduate of École nationale d’administration (ENA) (“Nelson Mandela” graduating class) and the public service section of the 1997 graduating class at Institut d’études politiques de Paris (IEP Paris), Muriel Lacoue-Labarthe has been a senior judge at the French Court of Auditors (Cour des comptes) since July 2024 and a non-permanent member of the Board of the Autorité since May 2025.
As a reminder, the Board comprises 17 members with irrevocable terms. The President and the four Vice-Presidents serve on a full-time basis, while the 12 other members are non-permanent.
The members are drawn from both the public and private sectors: consequently judges, professors, economic leaders, and representatives of professional and consumer organisations bring their different perspectives to the Board’s deliberations.
