Acquisition of SFR by Numericable. The Autorité de la concurrence approved the Kosc consortium for the takeover of Completel’s DSL network

On 30 October 2014, the Autorité de la concurrence cleared the acquisition of SFR by Numericable, a subsidiary of Altice - subject to commitments1. In this context, Numericable notably committed to transfer Completel’s DSL network, to remove any risk of harm to competition on company-specific fixed-line telecommunication services markets.

The Autorité has just approved the Kosc consortium, comprised of the companies OVH, Cofip, Kapix, and Styx2, as acquirer of Completel’s DSL network.

The acquirer meets the conditions for approval provided by the commitments. The members of the consortium have significant expertise in the telecommunications sector and the relevant skills to operate Completel’s DSL network. The members of the consortium are also independent from the Altice group and its subsidiary Numericable and provide sufficient financial guarantees.

The actual completion of this acquisition should enable effective competition to be maintained on the wholesale and retail markets of company-specific fixed-line telecommunication services.

2 OVH is a major player in professional hosting, which also recently launched on the electronic communications market for professionals. Cofip is the industrial holding of the Karvelis family and is active, in particular, in textile trading. Kapix and Styx are holdings of Mr. Yann de Prince and Mr. Boris Clausse, entrepreneurs in the telecoms sector.
