Isabelle de Silva is appointed President of the Autorité de la concurrence

By decree of the President of the French Republic of 14 October 2016 published in the Offical Journal of the French Republic (Journal officiel), Isabelle de Silva is appointed President of the Autorité de la concurrence. In accordance with article 13 of the French Constitution, the Parliament heard her and approved her candidacy last week. 

She succeeds Bruno Lasserre who is joining the Council of State as President of the Internal Affairs Chamber. The Autorité expresses its warmest thanks for the impetus give and the remarkable work he accomplished over 12 years.


Graduated of the High Commercial School (Ecole des hautes études commerciales, HEC – 1990) and of the Administration National School (Ecole Nationale d’Administration, ENA – 1994), Isabelle de Silva joined the Council of State as Auditor (1994), before becoming Master of petitions (Maître des requêtes) in 1998 and then State Councilor in 2009. Technical Advisor in the Minister of Culture and Communication’s office, she was in charge of Press, radio and press agencies (1999-2000). She then became Government Commissioner (2000-2009) at the second and then sixth under-section of the Council of State. From 2009 to 2011, she was Director of legal affairs of the Ministry of Ecology, Sustainable Development, Transports and Housing. Member of the Press regulation and distribution Authority (2012), since 2013 she was President of the sixth chamber of the Administrative Jurisdiction Division of the Council of State. Furthermore, she was a member of the Autorité de la concurrence’s board since 2014.

Isabelle de Silva is Chevalier of the Ordre national du Mérite, des Arts et Lettres and the Ordre de la Légion d’honneur.

The Autorité de la concurrence is an independent administrative public authority which aims at maintaining the good functioning of competition on the markets.
Its entitled with three main missions:

- Detect and sanction anticompetitive practices (anticompetitive agreements, abuse of dominant position);
- Merger control (takeovers, mergers and acquistions);
- Public recommendations, threw opinions, in order to improve the functioning of the markets.
