Bruno Lasserre, President of the Autorité de la concurrence, has appointed Fabien Zivy and Liza Bellulo to new positions. These two appointments become effective on 1 September 2011.

Fabien Zivy becomes Director of the Legal Service

He replaces Irène Luc, Judge, who has joined on 29 August the Paris Court of Appeal. The Autorité addresses its warmest thanks to her for the great contribution she provided during the past 15 years.

The Legal Service has three main roles: adviser of the authority on internal and external legal affairs, support to the board in individual antitrust cases and representative of the President before the courts in case of litigation.

Fabien Zivy studied law and politics at the Institut d’études politiques de Paris (Sciences Po) and the Universities of Oxford (Keble College) and Paris (Panthéon-Assas), as well as at the College of Europe (Bruges) where he graduated magna cum laude in 2000.

After joining the European competition practice of Linklaters in Brussels (2000), he became a Legal Secretary of Judge Hubert Legal, President of the Fourth Chamber of the General Court of the European Union (2003), where he notably served in State aid and antitrust cases.

In 2007, he was appointed by Bruno Lasserre to the newly created position of Chief of Staff of the President of the Conseil de la concurrence, transformed into a unified and reinforced Autorité de la concurrence, in 2008-2009. As such, he was instrumental in the preparation and implementation of the legislative reform that modernized the French competition enforcement framework, while being in charge of policy and European and international affairs within the authority.

Fabien Zivy will be assisted by two Deputies: Laure Gauthier-Lescop, currently holding the position (from February 2010), and Alain Mouzon, who has been appointed Deputy Director with effect from 1 September 2011.

Liza Bellulo becomes Chief of Staff of the President

The Office of the President handles general relations with the public authorities and European institutions, as well as international affairs.

Alumnus of ENA (Ecole nationale d’administration, promotion René Cassin), Liza Bellulo holds a Master of Business Administration from the Ecole supérieure des sciences économiques et commerciales (ESSEC) and graduated from the Institut d’études politiques de Paris (Sciences Po).

From 2003 to 2007, she served at the Ministry of Justice (Service of European affairs and Directorate of civil affairs and the seal) as a coordinator of European law matters (institutional affairs, economic law, judicial cooperation and transposition of directives).

From 2007 until end of 2008, in particular during the French Presidency of the Council of the European Union, she was a member of the cabinet of the former secretary of State for European affairs Jean-Pierre Jouyet and was in charge of institutions, justice and home affairs.

Since 2009, Liza Bellulo had been in charge of European affairs in the Office of the President of the Autorité.
