Lucile Fournereau has been appointed to the newly created position of Deputy to the Head of the Regulated Professions Unit, Thomas Piquereau, by decision of the General Rapporteur, Stanislas Martin.

As a reminder, the Regulated Professions Unit was set up to contribute to the regulatory work entrusted to the Autorité under the Law of 6 August 2015 for Growth, Activity and Equal Economic Opportunities, known as the “Macron Law". It notably conducts investigations for opinions issued under Articles L. 462-4-1, L. 462-4-2, L. 444-7 and L. 462-1-1 of the French Commercial Code (Code de commerce) on the free establishment of certain ministerial officers (notaries, court bailiffs, judicial auctioneers and lawyers at the French Administrative Supreme Court (Conseil d’Etat) and Supreme Court (Cour de cassation)), and changes to the regulated fees of seven regulated legal professions[1]. It also examines consultation and litigation cases concerning the regulated professions in the broader sense (surveyors, architects, property managers, and so on).

Biography

A graduate of the ESSEC Business School and the College of Europe, Lucile Fournereau began her career as a junior auditor at the audit firm EY. In this role, she participated in external audits, notably at financial institutions, banks and insurance companies. Among other things, her tasks included evaluating the quality of internal audits and verifying accounts and financial information. In 2016, she joined the Autorité de la concurrence as a rapporteur within the Regulated Professions Unit. She has conducted investigations for several opinions on the mapping of needs for new legal professionals (notaries, court bailiffs and judicial auctioneers) and on fees. In addition, she was in charge of investigating litigation cases such as those relating to the legal services sector (Decisions 18-D-12 and 18-D-18/AGN Avocats).

 

[1] The seven regulated legal professions concerned are: notaries, court bailiffs, commercial court registrars, court-appointed administrators, court-appointed liquidators, judicial auctioneers and lawyers at the French Administrative Supreme Court (Conseil d’Etat) and Supreme Court (Cour de cassation).
