By decision of General Rapporteur Stanislas Martin, Elodie Vandenhende is appointed to the newly created position of Deputy Head of the Digital Economy Unit, Yann Guthmann.

 

As a reminder, the Digital Economy Unit, which reports directly to the General Rapporteur, is tasked with developing in-depth expertise on all digital subjects, collaborating on investigations into anticompetitive practices in the digital economy and contributing to studies on new issues related to developments in digital technology, such as the current fintech study and the development of major platforms in payment services.

Biography

After studying law in France and the United States (Paris Nanterre University and Master of Laws (LL.M.) from American University, Washington College of Law in Washington D.C.), Elodie Vandenhende began her career as a lawyer specialising in competition law. A member of the bars of Paris and New York, she practised for several years within a reputable American law firm. 

Advisor to the Secretary General of the French Presidency of the Council of the European Union in 2008, she was then appointed to the Office of the Minister of Economy and Finance in 2009 as technical advisor for European affairs. For more than three years, she followed the management of the eurozone crisis, in collaboration with European institutions.

From 2012, she joined the DGCCRF, where she specialised in litigation relating to restrictive competitive practices. In this capacity, she was responsible for the actions taken by the State against certain practices by digital platforms (practices implemented concerning online hotel bookings or practices with regard to vendors using online marketplaces).

In 2018, Elodie Vandenhende was appointed Counsel to the President of the Autorité de la concurrence, where she was responsible for the follow-up of projects to modernise the institution and contributed to discussions on adapting competition rules to the challenges of the digital economy, in particular as part of the French Digital Conference (États généraux du numérique) and the interministerial working group on the regulation of digital platforms.

Since September 2020, she has worked as a rapporteur (case officer) in the Digital Economy Unit.

In 2020, Elodie Vandenhende was selected for the French-American Foundation’s Young Leaders program.
