Julie Burguburu and Cécile Cabanis are appointed members of the Board of the Autorité as leading figures from the economic world.

Fabien Raynaud, Béatrice Bourgeois-Machureau, Christophe Strassel and Alexandre Menais were reappointed as members of the Board.

Background

By decree of the President of the Republic of 25 April 2022 published in the Official Journal of the French Republic (JORF) of 26 April 2022, Julie Burguburu, Secretary General of the Eutelsat Group and Cécile Cabanis, Deputy General Manager of Tikehau Capital were appointed members of the Board of the Autorité.  They succeed Sandra Lagumina and Marie-Laure Sauty de Chalon, whose terms of office have expired. The Autorité thanks them warmly for the quality of their work and their valuable contributions to the work of the Board.

 

Fabien Raynaud, Béatrice Bourgeois-Machureau, Christophe Strassel and Alexandre Menais had their position as Board members renewed.  With these appointments, the Board of the Autorité is now complete.

 

Biography of Julie Burguburu

Julie Burguburu is an alumnus of the Ecole Nationale d'Administration and a graduate of Sciences Po Paris. She also holds a DEA (doctoral degree) in general private law (Paris I Panthéon-Assas) and a Master's degree in international relations and international economics from the Nitze School of Advanced International Studies (SAIS, Johns Hopkins University, Washington DC). 

Julie Burguburu was a member of the French Administrative Supreme Court (Conseil d’Etat) for seven years, from 2003 to 2010, notably in the dispute resolution section, dealing with tax and civil liberties issues as a representative of the minister of the economy.

Between 2010 and 2014, she was Vice President of Veolia China in Shanghai, in charge of transformation.  In particular, she managed the reorganisation of the China and Japan structures and the merger of the structures of Veolia's water and waste management entities.

Julie Burguburu has also held several management positions in the French Administration.  From 2014 to 2016, she was Deputy Chief-of-Staff to the President of the French National Assembly (Assemblée nationale), Claude Bartolone, and then, from 2016 to 2017, she held the same position with Bernard Cazeneuve, successively Minister of the Interior and then Prime Minister.

In March 2019, she was appointed Group Secretary General and member of the Eutelsat Executive Committee, where she is responsible for all matters relating to governance, compliance, group legal and institutional and international affairs. 

Julie Burguburu is also a former auditor of the Institut des Hautes Etudes de Défense Nationale (IHEDN/71st Poldef session) and sits on the Board of Directors of several associations including the Musée des arts décoratifs (MAD Paris). She is also a colonel in the reserve Air and Space Force - a member of the ADER network.

Biography of Cécile Cabanis

A graduate of the Institut National Agronomique Paris-Grignon, Cécile Cabanis began her career in 1995 at L'Oréal in South Africa before joining the mergers and acquisitions department at Orange in 2000.  In 2004, she joined Danone, where she held various key positions within the Finance department as Corporate Finance Director, Development Director, then Finance Director of the Fresh Products entity.

She then held the position of General Manager of Finance, Strategy, Information Systems, Purchasing, Cycles and Sustainable Resource Development and was also a member of the Executive Committee and sponsor of inclusive diversity. 

Since September 2021, Cécile Cabanis has been Deputy Managing Director of Tikehau Capital, in charge of Human Capital, ESG/RSE, Communication and Brand Marketing.

Cécile Cabanis is also Vice-Chairman of the Board of Directors of Danone, a member of the Board of Directors of Schneider Electric and Vice-Chairman of the Supervisory Board of Unibail-Rodamco-Westfield SE.
